Software support mandatory?

We're currently attempting to buy a handful of additional ESX Licenses for testing and development.

 

However, we've been told by our reseller that we MUST buy support on the products which we believe is unnecessary. We have no need for support or software updates on the product and I therefore cannot justify the additional spend.

 

Can anyone confirm whether this is a VMWare policy? Has anyone else ever tried to buy ESX without support?
