esxtop take over 100% of CP used for a vm

Hello,

i' have on vm that taking approximately 150% of %USED of CPU when i run esxtop. how can i do for decrease this average.

( vm : windows 2000 server SP4 with SQL 2000 )

size : bi-cpu and 2 Go of ram

what can i do
