ESX License server unavailable

I'm running ESX 3.0.2 with VC 2.0. I recently powered down a vm and when I try to power it back up, I get the error "There are not enough license installed to perform this operation".

I checked the Events on virtual center and I see "License server 27000@server.domain.com is unavailable". This event was just logged about an hour ago.

I tried restarting the VMware License Server service, stopping and starting the license server and re-reading the license file. Nothing seems to help.

Does anyone know how I can get this corrected?
