Unable to change license state as the license server is not available

I currently have about 20 ESX Servers- 3i, build 3.5.0. One of the servers has Virtual Center running on a virtual machine that also serves as my license server. I just generated a new centralized license that includes standard to enterprise upgrades and the licenses for all the hosts I need to add. I uploaded the license correctly onto the license server and before that validated on the VM site that my license was ok. I currently have 5 hosts connected to VC that each have a host based license installed on them. When I go to point them to my license server, I get this error message: "Unable to change license state as the license server is not available". I have verified that both TCP ports 27000, and 27010 are open. While capturing the traffic between both VC and hosts, I have verified that they are both communicating and nothing is blocking them. I have also verified that our firewall is allowing this traffic to pass. I dont' think that it's a licenssing issue or a communications issue at this point. Maybe something with my configuration. I have been at this for over a month searching blogs and haven't found an answer that has related to my situation. Both VMware and HP technical support has not been able to help me in the least bit and I'm about to bang my head against a wall! Does anyone have any suggestions? Please, please, please! I would really appreciate it!!!!
