Can't change VM screen resolution to 1023 X 647

I have several virtual machines running Windows XP Pro on ESX 3.5.0.  VMware Tools is installed and the VMware SVGA II is the same version on all VMs .

When I open each of their consoles from Infrastructure Client 2.5.0, only one fills my physical screen without putting up scroll bars.  That VM has a screen resolution of 1023 X 647.

The other VMs can not be set to 1023 X 647.  When I set them to 1024 X 768 I get scroll bars on the bottom and right side of my screen.  Under View, "Fit Guest Now" is greyed out.  In 800 by 600 mode, the VM does not fill my physical screen.

How do I get the XP VMs to fill my physical screen without putting up scroll bars?
