Best values DAVG/cmd (ESXTOP) ?

Hi

I work on performance analysis of our SAN. We use VmWare ESX 3.0.2.  I use ESXTOP for that.

I read that DAVG/cmd is a good performance index, but i don't know what are good values. What is the maximum number of ms before we can say  "Performance is bad".
